In practice
The first six digits are international; countries add more (Singapore uses 8 digits under the ASEAN tariff). The HS code decides the duty rate, GST, and whether a licence is needed. Wrong codes lead to wrong duty and possible penalties. The importer is responsible for the classification even if the forwarder declares it.
