In practice
Issued by a chamber of commerce or government body. Needed to claim preferential duty under a free trade agreement (for example ASEAN Form D or the RCEP certificate) or when the importing country requires proof of origin. In Singapore, ordinary and preferential COs are applied for through TradeNet.

Watch out
CO alone can also mean Container Operator in terminal systems. On a customs email, CO is the certificate.
