Regulated Agent

A forwarder or handler approved by the aviation authority to secure air cargo before it reaches the airport.

In practice

In Singapore, CAAS runs the Regulated Air Cargo Agent Regime (RCAR). An RA has approved premises, trained staff, and screening equipment, so cargo it tenders is accepted as secured. Without RA status, all cargo must be screened at the terminal.
