A generic unit for counting pieces of cargo when they are not all cartons or pallets.
In practice
B/Ls count the outermost packing units: if 100 cartons are on 5 pallets, the B/L shows 5 PKGS (pallets) or 100 PKGS (cartons) depending on how they are shipped. Consistency with the packing list matters for customs.
